RantWoman keeps flunking out of charm school. RantWoman thinks even a slightly better student at charm school would write the offending job listers off-blog and complain about the issue frying RantWoman's nerves. And just what would that be?

RantWoman is always sincerely charmed by the juxtaposition of the phrases "equal opportunity employer" and "car and driver's license (required), without even "or equivalent mobility" alongside.

RantWoman does not even want to point out the irony of needing a vehicle to implement an outreach program about broadband technology. RantWoman should go to bed and see whether her irony-meter is more subdued in the morning.

The Communities Connect Network Project (CCNP) links rural and urban resources together to serve unemployed, low-income, disabled, immigrants, and youth through over 39 libraries, non-profit organizations, public housing, community centers, and justice centers in Washington State. We are looking for an Outreach Coordinator to create and implement an outreach and communications plan for the CCNP, a federally funded grant that is expanding the capacity of public computing centers around Washington State. The Outreach Coordinator will work directly with CCNP partners to increase their effectiveness within their communities. COMMUNITES CONNECT NETWORK PROJECT: The Communities Connect Network Project (CCNP) is expanding the capacity of Washington State public computing centers (PCCs) to improve broadband adoption rates, workforce preparation, digital literacy, access to education, justice resources, and training. The project links rural and urban resources together to serve unemployed, low-income, disabled, immigrants, and youth through nearly 40 public computing centers, including libraries, non-profit organizations, public housing, community centers, and justice centers in Washington State. The project also makes training available to a broader set of computer learning centers and is providing a central online portal of resources for those working on digital inclusion efforts.

SCOPE OF WORK: The Outreach Coordinator provides communications and outreach support for the Communities Connect Network Project, a two-year project funded by the Broadband Technology Opportunity Program of the Department of Commerce National Telecommunications & Information Administration (NTIA). This grant is funded by the American Recovery and Reinvestment Act. Specific duties include:

Project Outreach and Communication

■Create and implement an outreach and communications strategy for the Communities Connect Network Project
■Create outreach and marketing materials and work with partner public computer centers to develop and distribute materials to build awareness about the services and programs supported by this project
■Assist public computing center managers to more effectively conduct outreach in local communities by building awareness of programs in order to increase the number of people using public computing centers for Internet access and training
■Create and manage content for the Communities Connect Network Project Web site and social media, keeping material current and relevant, including success stories and materials that highlight the CCN Project, the partners, as well as increase the value of CCNP's online presence as a vital information hub in Washington State and in the digital inclusion field
■Moderate and promote the use of the CCNP resource portal for discussion and sharing of best practices
■Encourage media coverage and issue media alerts, as well as post on other web and social media sites to strategically increase awareness and support for the work of CCNP and its partners
■Help coordinate public computing center capacity building trainings and encourage participation

REQUIRED QUALIFICATIONS:

■Bachelor's degree in education, communications, or other applicable areas of study
■At least 5 years of experience in communications, community outreach, or related fields
■Strong computer and Internet skills, including proficiency with social networking tools and contact management
■Graphic design, Drupal and database experience
■Must be highly organized and detail oriented
■Strong written and oral communication skills
■Ability to interact professionally with the public, and accommodate a wide range of personalities and communication styles
■Must have strong teamwork skills, but able to work independently to complete tasks
■Experience with non-profit community-based organizations
■Experience with program outreach and communications
■Demonstrated ability to network, build and maintain community contacts
■Familiarity with digital inclusion field and community technology centers
■Must have a valid driver's license and vehicle and be willing to visit public computing centers around the state

PHYSICAL WORK ENVIRONMENT: Work is typically performed in an office environment. The ability to sit for extended periods of time at a desk/computer station and perform tasks involving repetitive arm and hand movements, such as using a computer keyboard, is required. Must be able to occasionally lift up to 20 pounds.

WORK SCHEDULE: This is a one-year contract position from July 2011 through July 2012. Some travel within Washington State will be required.

COMPENSATION: Total project compensation will be a flat fee, in the range of $34,000 - $40,000, paid in bi-monthly installments by contract based on completion of deliverables.
