The answer to the title question: No or at least not yet. RantWoman happens to have a clogged kitchen sink that needs attention from her landlord. RantWoman already, this very afternoon, filed the usual paper work order in scribble font.
There are a couple boxes on the form that RantWoman has to squint to find to reassure visiting repair people that yes, it's fine to enter if RantWoman is not there and that the Queen of Spades most likely will just run and hide from any visitors. It has not occurred to RantWoman until now to ask her totally blind neighbors how they cope with such forms. The part of RantWoman's brain that can get way ahead of actual realities would be thrilled not only to be able to File work orders online but also to track progress. RantWoman has a rich fantasy life.
Never mind fantasies. Today RantWoman received a letter in small print saying "Dear Resident, please try out our new portal. Here is the link and a sign-on code.
Powerpoint presentation with a bunch of pictures that read to the screen reader as "unlabelled graphic." Luckily RantWoman got enough out of the text she could read to forge ahead.
Terms and conditions: it took RantWoman two, no three tries. Somehow RantWoman hit a link for Google terms and conditions. Then take 2, RantWoman found tthe right button and read the entire fascinating scintillating absolutely delightful document all the way to the Accept button but somehow hit a back key and had to type a bunch of parts of the form all over again.

Will the signup be available in any other languages besides English
What are people consenting to as far as sharing of data. Hint: anything but "you may receive outside solicitations but your data will never be shared without your permission" would not be preferable to RantWoman.
